On my lvl 1 hunter I just did the Love is in the Air event questline that ends with queueing up for Shadowfang Keep just outside Shadowfang Keep. You can queue up as a lvl 1, enter and get loot and achievement, even if you as a lvl 1 don't have access to the dungeon finder on you toon. But you can talk to the quest giver Inspector Snip Snagglebolt and queue up. On Wowhead you can also see that The Stench of Revenge is accessible for lvl 1's. Maybe it is only possible to queue up for Shadowfang Keep once, when you are on this particular quest, but thats better than nothing at least
