That said I'm not sure I would advise you to start you twink right now, considering TWW will most likely bring massive changes and you might want to create your toon on the MoP event for it to have max flight speed when TWW releases in a few months.
You can also start levelling toons on your account and work on professions, JC and enchanting in particular as these 2 professions will be quite useful for the power of your twink (SL gems are really good but the guide will explain it). We expect to be able to trade between our characters via the warbank so the f2p life will be quite different.
If you still wish to try out gearing in WoD dungeons anyways by all means go for it but there is not as many queues at level 20 as it used to be so don't raise your expectations when you'll be ready.

You level to whatever level you want to stay at & stop xp ( easy default is F2P 20 )
Gear up in a combination of TBC & WoD dungeons, with a handful of optional/BiS weapons/gear coming from Classic instances in most cases.
The gems you'll want are https://www.wowhead.com/item=173126/straddling-jewel-doublet & https://www.wowhead.com/item=173125/revitalizing-jewel-doublet which you will affix one of each to each piece of gear ( if you stack them I think there's some interference in their efficacy ) till you hit the cap. After that, you'll go for whatever your toon's main stat is..
Enchants will vary, but you'll need them from various differnt xPacs. Pant's : MoP, Boots Wrath, Weapon Cata, TBC, Classic.

What most mean by that, is that they have a second unpaid account attached to their paid one, and this second account is where their twink resides. The paid account then becomes a taxi service for the twink and a means of grouping/quick-clearing dungeons especially at the beginning. It can work well, but do what you feel comfortable with.
